View Full Version : Bush signs stimulus bill; rebate checks expected in May

WASHINGTON (CNN) -- President Bush on Wednesday signed the Economic Stimulus Act of 2008, calling it a "booster shot" for the American economy.

"The bill I'm signing today is large enough to have an impact, amounting to more than $152 million this year, or about 1 percent of the GDP (gross domestic product)," the president said in the brief ceremony in the East Room of the White House.

The government hopes the measure, which will send most Americans tax rebate checks by May, will either prevent a recession or make one relatively brief.

The package also includes tax breaks for equipment purchases by businesses, as well as payments to disabled veterans and some senior citizens.

The bipartisan measure moved through Congress at relative break-neck speed, going from initial discussions to enactment in less than four weeks.

The package will pay $600 to most individual taxpayers and $1,200 to married taxpayers filing joint returns, so long as they are below income caps of $75,000 for individuals and $150,000 for couples. There is also a $300 per child tax credit.

The rebates will put about $120 billion in the hands of individuals in the hope that they will spend it and boost a faltering U.S. economy.

Economists generally agree that the economy should see a boost from the rebate checks. But most also agree that the full impact will be less than the total value of the stimulus package.

That's because some recipients are expected to save their rebates or use them to pay down credit cards or other debt instead of spending it. In addition, some consumers may spend their rebates on imported items, which would provide a more limited lift to the U.S. economy.

"My guess is that of the $110 billion to $120 billion of tax rebates, about half will go to U.S. products and services," said David Wyss, chief economist for Standard & Poor's.

There also are questions about whether the stimulus will actually be the key to ending or preventing a recession.

Treasury Secretary Henry Paulson said last week that the Internal Revenue Service planned to send the rebate checks to about 130 million Americans.

"They're going to be getting ready to get checks out, and believe me, they will. ... And this is largely going to be done by the time summer's over. And so we're going to move quickly and make a difference," he said

Bush praised the quick work of the House and Senate and urged Americans not to "overreact" to the current economic troubles.

"In the past seven years, the system has absorbed shocks: recession, corporate scandals, terror attacks, global war; yet the genius of our system is that it can absorb such shocks and emerge even stronger," he said. For those who are against this bill please note the Government will also send you a pre-paid return envelope so instead of complaining just send you check back to Washington. :lmao:

NO No No...You're not supposed to do that with it. You are supposed to buy Flat screen tvs and such.

Really, that's what they want you to do with it. Paying bills won't stimulate the economy.

What the government should do is instead of issuing checks they should issue everyone who is getting this debit cards or wal mart gift cards. :D

You laugh but if they REALLY wanted to make sure people spent the money those wouldn't be bad ideas.

A U.S. Government Gift Card to be spent as you wish...but NOT saved.

Well, if my parents qualify, it will go straight to their bank account.

So, I am sure my parents would like to thank the gov't for the "free" money.

They did it after Katrina when they found people were spending their "Free Money" on drugs and hookers.

You know who the real problem was in the whole Katrina thing was don't you?


IT was Ray School Bus Naggin. And that fool they had for a Governor.

Bush had to force them to declare a state of emergency before he could get anything in motion and that is why it took so long. Bush could do nothing until it was done at the state and local level first.

I guess the biggest thing I don't understand about that entire situation, is that fool got re-elected.

My wife and I will be doing our part. I've been given permission (yes, PERMISSION) to buy an HDTV!

The $600 we get for our kids will go into savings accounts....college ain't cheap.

Good point.

My parents are looking at buying a new vehicle soon. If they get the rebate, I wonder if they'll use that money as part of the purchase....

I should convince them to get a Toyota

Other than my house note I really don't owe anyone. I keep my Credit Cards downs and always make sure 1 item is paid off before buying something else on the card. So this money will be for fun such as helping to pay for a vacation

We are currently trying to get our cards paid down.

At this time our home and land is paid for. The car is paid for as well...although I will need another car soon.

So we want to get the cards paid down so all we have to deal with is the regular bills, which should help us a great deal.
