If the Bills finish say, 10-6 or 9-7 but don't make the playoffs would they pick in next year's draft before the Seahawks or Rams who might get in to the playoffs at 8-8?

once a team gets in the playoffs - their seeding is directly affected by any success they have. if a team with a lesser record wins a playoff game - they will be seeded lower in draft than a team with a better record who didn't gain entry into the playoffs.

OK, so the Bills may miss the playoffs in the strong AFC which means the 12 teams that get in are all drafting after the Bills in the draft. So if the Bills don't make the playoffs then the worst possible draft position they(really Dallas) can have is 19th given that the playoff teams take up the 20-32 spots in the round. Is all that correct?
Also, wasn't the 1st rounder we gave up to the Bills the 22nd pick?

apparently, other than the principle teams involved in the superbowl, all seedings are based, foremost, upon won-loss record. so unless buffalo reaches the final game, their selections will be seeded based on their record and the existing tie-breakers (like head-to-head, conference record, etc.)...

I do not think this is correct.
The 12 playoff teams have the last 12 picks to my knowledge no matter what happens during the Playoffs.

This is from the NFL Rulebook site concerning the assignment of draft order. IN particular rule #2 explains it.
TIE-BREAKING PROCEDURE FOR SELECTION MEETING
If two or more clubs are tied in the selection order, the strength-of-schedule tie breaker is applied, subject to the following exceptions for playoff clubs: 1. The Super Bowl winner is last and the Super Bowl loser next-to-last.
2. Any non-Super Bowl playoff club involved in a tie shall be assigned priority within its segment below that of non-playoff clubs and in the order that the playoff clubs exited from the playoffs. Thus, within a tied segment a playoff club that loses in the Wild-Card game will have priority over a playoff club that loses in the Divisional playoff game, which in turn will have priority over a club that loses in the Conference Championship game. If two tied clubs exited the playoffs in the same round, the tie is broken by strength of schedule. If any ties cannot be broken by strength of schedule, the divisional or conference tie breakers, whichever are applicable, are applied. Any ties that still exist are broken by a coin flip.

So , #2 indicates that playoff teams are in a segment below nonplayoff clubs. But the section Hostile found is a tie breaker formula, maybe its the same but what if the Bills have a better record than some playoff teams, not just a tied record?

Then playoff teams, then Super Bowl teams.

yes, the worst playoff team (asuming they dont advance) drafts at 21...the 12 playoff teams draft in some order 21-32

Thanks guys, I thought it went that way but good to get the 'expert' knowledge that is around here.
Given this confirmed info gives me some more teams to root for the next few weeks.
