Everytime I try to open Windows I get this message

The quickest and easiest thing to do is look in your startup folder.
Click on Start, Program, Startup
If there is a program there you don't need or windows doesn't recognize just delete it.

If that doesn't do it then run a spyware scan, I suggest Malware Bytes, and remove anything it finds.

It won't let me without that window popping up

So go past the window and look for it. You can also check msconfig's Startup, but you had better read up to understand it first or you could disable something you do not want to disable.

Hmm, seems like the msconfig.exe is corrupted or missing.

Honestly, sounds like you've been owned. You probably have a nasty virus and your computer is probably a bot now. (remotely controlled, probably from Russia)

You have your restore disk? Or a copy of Windows? You probably need to reinstall if you are unable to remove it.
