I have an AUDIO_TS folder and a VIDEO_TS folder. How do I use these folders to burn the DVD I want?

You're going to need a program that can burn them both as a DVD image or as a source. Something like Nero or Roxio.

I do this all the time. Most of the software I use is not free, but DVDShrink is free and will burn the Audio/Video TS folders to DVD.

there is a free program called imageburn.
All you have to do is put a blank disc in and point it to the video folder and it will rebuild the disc.
Cant be any easier than that.

Yeah, I totally forgot about imageburn.
As you said, that would be a good one to use.

I used to burn a ton of DVDs.
Anymore, I just rip it to an external hard drive and play it right from the 360.
You could get a Wester Digital media player and do the same thing. Way more convenient.
