Depends which Office you're talking about.
The original BBC Office is better than Arrested Development.
Arrested Development is far better than the American Office.

Absolutely.
The original BBC Version is only 12 episodes plus a two hour special that ends the whole series. It was designed to only last that long and has a complete, totally satisfying arc as a story. It doesn't suffer from the plot fatigue and contrivance that the NBC version has been dragged down by.
I'd warn you on a few things. David Brent is far less likable than Michael Scott. Don't get me wrong, he's funny as hell, awkward as can be, but is just much less innocent or nice.
I've watched it with some people who are thrown off by the accents and by some of the "British humor" as well.

Possibly. Season 3 was notably worse than seasons 1 and 2, though, so you never know.

I like the original Office, the american Office, and Arrested Development. If I have to choose one that's the best, I'd go Arrested Development, with the british office a very close second.
