In order to be the "best" sequel IMO it has to be better than the original, which is exceedingly rare. The Empire Strikes Back, Aliens, The Wrath of Khan, The Dark Knight and Godfather: Part II all meet that criteria in my mind.

I don't consider The Silence of the Lambs as a sequel. To me a sequel has common actors, directors or producers to the original. That is not the case with SoL. While Manhunter(based on Red Dragon) is also based on the books by Thomas Harris the movie production varied greatly.

I could have mentioned the 2nd Pirates of the Caribbean movie. I liked the 3rd and haven't seen the 4th, but the first 2 were a lot of fun.

The 4th is a major step down from the original 3. Very little happens, lots of stuff that is there for no reason.
