It's called negotiation. Everything doesn't work as quickly as they did with Rivera, Ferguson, and Henry. We don't have an "in" with Howard.

And even though we know the 'boys are after Howard, we don't know who else is on their radar. Let Jerry and Bill work their magic. If Howard doesn't like the fairy dust, then we put a spell on somebody else.
