The Cowboys cut rookie free-agent linebacker Ryan Fowler, who suffered a back injury working out on his own. Fowler received a $20,000 signing bonus, the most given to a Cowboys rookie free agent and tied for the second highest in the league. The Cowboys thought Fowler could compete for a backup job this season.

This is terrible news. What is the impact of that $20K signing bonus on the salary cap? If the entire bonus is accelerated to this year, then we can forget signing any June 1st cuts.

I believe he injured himself while working out on his own. Rehab is said to take at least 3 months, so cutting him was the appropriate thing to do. His salary won't affect the cap due to the injury considered non-football related.
They can always resign him during the season if, and when, he returns from injury.
