Per Eatman
"The Cowboys will officially begin training camp on Wednesday with a minicamp for rookies, selected vets and QBs. Mike Jenkins should be here, but Tony Romo isn’t expected.
The offseason is all but over. Training camp officially starts on Wednesday with three days of practices for rookies and selected veterans.
There will be some quarterbacks on hand, but veteran starter Tony Romo likely won’t be included. He has been excused for this week of practice, as has defensive tackle Jay Ratliff and running back Felix Jones. Ratliff (foot) and Jones (shoulder) were both eligible to practice because they have missed all summer with injuries."

I imagine that the rookies will be working on basic stuff to get them up to speed for the start of camp.

That went away when Garrett took over. Though, this being the first full length offseason since then, we'll see. I seem to recall it got the boot last TC though.

Tony isn't supposed to be there. In fact I'm not certain he can be there.

I think it was only a thing the OL did, not the entire team.
I can't remember either if Jason booted it last year, or at least mentioned things like that were not going to happen.

Does'nt the new Labor Agreement limit the amount of hours the players can practice in training camp?
Would'nt the vets attending rookie camp have to trade those hours for regular camp?
Honest question. I thought that's how it was now.

Command decision for the good of our backup QBs, looks like... IRVING, Texas -- The Cowboys will hold three training camp practices at Valley Ranch this week and Tony Romo will not be there, which is by design.
The coaches want to give backup quarterbacks Kyle Orton, Stephen McGee and Rudy Carpenter the work Wednesday through Friday because once the team begins practicing in Oxnard, Calif., on July 30, Romo will get the bulk of repetitions.
