Why would it matter if it was in a developed country? Eagle has to eat. I don't imagine he cares which country he is living in.
Is it fake? Seems some think so. And by some, I mean people on the internet.

What are the rules, can one shoot a Golden or Bald eagle trying to kill a child?
I would and then rely on the jury.

They steal kid goats all the time, so I don't doubt they could handle the weight and size of a child. I do doubt they would dive into a public park with all the other people around though. Kitty cats and squirrels are too easy to catch and much less risk. I've got a pair of great horned owls that roost in my pecan tree every couple of weeks. They are both monsters and I worry about them getting my cats. You can hear the squirrels losing their minds for blocks around when they're up there.

While "faking things" has become alot easier with tech. I doubt that is fake.
Too many things going on.
1. The shadows (kid and eagle)
2. The person watching eagles soar by and then reacting to the attempted abduction
3. The kid falling to ground
Alot of work involved there. I have done some video work and that would take a lot of time.

There is no doubt they would do it in a park too. I remember fishing in a stream on a golf course at Benbrook lake (behind the spillway) and an enormous owl (7+ foot wing span) swooped down out of a tree right next to me and snatched my bobber out of the water!
I mean he was less than 10 feet from me. (I could feel the whoosh of air from his wings) As I backed up, he picked it up and started to fly away. The string went taut and I yanked it out of his claws and he flew back up to his perch in the tree.

There are hawks that hang out on top of the light poles along one of the major highways in Austin. They swoop down over cars to get to their prey. Just the other day a hawk caught mockingbird in mid-flight right in front of my car as I was driving down the access road. I had to slow down to avoid hitting them.

Guys, its a total fake. Don't get caught up in this. :D They used a falcon and a doll and CGI.
They had some bird biologist say already it wasn't a GE. There are missing shadows etc throughout the frames.
They do however snatch dogs and chickens here in Alaska.

It's fake. (http://blogue.centrenad.com/2012/12/19/centre-nad-reassures-montrealers-no-danger-of-being-snatched-by-a-royal-eagle/?lang=en#utm_source=feed&utm_medium=feed&utm_campaign=feed)
The “Golden Eagle Snatches Kid” video, uploaded to YouTube on the evening of December 18, was made by Normand Archambault, Loïc Mireault and Félix Marquis-Poulin, students at Centre NAD, in the production simulation workshop class of the Bachelors degree in 3D Animation and Digital Design.
The production simulation workshop class, offered in fifth semester, aims to produce creative projects according to industry production and quality standards while developing team work skills. Hoaxes produced in this class have already garnered attention, amongst others a video of a penguin having escaped the Montreal Biodôme (https://www.youtube.com/watch?v=UnI36hw-jT0).

Only to be later exposed as a hoax, perpetrated by these ppl.

well, that may have been a hoax, but i meant i've read other stories like it. the link:
http://biofort.blogspot.com/2007/11/avian-abductions-lawndale-was-last.html
many of these are pretty old. not saying they're all true, just other stories like this i've seen.
more that i've read show that it's highly unlikely an eagle *could* do this as they simply can't lift up that much weight.

What does this even mean? I don't understand the English being used.
Did he steal a tablet and he is trying to cut/paste from it? Why would you steal a tablet during the holidays? Why not just wait to see if you got one under the tree?

Because there aren't as many eagles in developed countries so its much less likely to happen.

I've seen a ?kite in Africa take a goat (kid) so they can lift more than you'd think.
I've also had a hawk fly within a foot of me trying to catch a quail. The quail flew into me then ran into a hedge. We were rabbit hunting and there were three of us and several dogs.

I was deer hunting a few years back and walking down a fence line when I saw a small covey of quail running down the fence line in front of me. I caught a screech owl out of the corner of my eye diving at the quail. Much to the owl's disappointment the quail were on the opposite side of the fence and he couldn't see that. He smashed the bob wire fence at full speed and scared the hell out of the quail. I stopped and just watched him stand there dazed for what seemed like minutes before he finally flew away. He flew home hungry that night.

How do you highlight what you want to copy? Trying to learn.
Tap the screen near where you want to copy and hold your finger there for a second then let up. (a long tap) Two blue markers will appear (left and right) around a word and a menu at the top of the screen. Use the left one to mark where you want the copying to start, and the right one where you want it to stop. Then click the button that looks like two pieces of paper to copy it. If it's editable, you will see scissors to be able to cut it.
When you want to paste it, do the long tap again and a paste button will appear.

Update: Yep, just got confirmation that the video was created using CGI by four students at Centre NAD as part of a school project. Apparently both the eagle and the child are CGI, added to the video afterward.
Here's the statement.
