Found this on the Panthsy's website.

"The head of the Officials was asked about the play about peppers and Lucas blocking the kick. All he stressed was that instead of running into the kicker it should of been "ROUGHING THE KICKER" He said that the ball was not tipped and that the call should have been Roughing the kicker instead of running into the kicker"
