He is just jumping his line telling them to block some body and that they are playing like junior league players and doing it in a loud harsh tone.

You remember the video clip of Aikman yelling at his offensive line saying you can't block anyone your playing like junior league? That's what the sound clip is.

This took place during a pre-season game against the Rams. If you remember hearing and seeing the clip, then you will notice that this is the beginning of the decline in the late 90's.
