That's not correct. If they trade him and we sign him to a long-term deal, they get the tag back next season. Even if they sign him to a long-term deal, they can get the tag back next year by trading him within 24 hours of his signing the long-term deal.
The only downside for NO is that the longer they keep him the longer his 7.8 million counts against their cap. This restricts their movement in FA and restricts NO from resigning their own players to extensions until he is dealt. Oher then that, the deadline is moot.
