If you're gonna go back to the 70's, you might as well go back to the 60's when they were putting steriods in cereal. I'd be willing to bet most, if not all teams used them in some capacity. I'm not sure when they made steriods illegal, but once they became illegal, that's when I consider steriod use to be cheating. Baseball's problem is not that people are using steriods, it's that they are loosing credibility with the fans. The fans expect a clean game, and from what I've seen of baseball, the problems go all the way up to the commisioner. If steriods were legal, then I don't have a problem with all that, but since it's not, then it's just cheating.
