My guess is the reason he's throwing so many passes is there is something wrong with his release or throwing mechanics ... perhaps he is coming side armed with the ball or there is something that Parcells or someone on the staff sees that needs to be corrected.

A lot of times repetition is how someone corrects their throwing motion - similiar to a baseball player with a golf swing.

I think they are enforced consistently. Just because you get owned, doesn't mean the mods aren't doing their job consistently. It sounds like you don't think the mods are doing a good job.
