'speeding' can occur in a school zone, and at a manageable rate below 20 mph. This can be broken even; under certain circumstances it can be ignored, as with ambulances, patrol cars, and fire departments.

..and yes, speeding in a school zone when the lights are flashing is illegal. Thanks for pointing out more times its illegal to speed other than whenever you go faster than the sign says is allowed.

Not all speeding is criminalized.

Also, speeding is not as indicative of judgment or character flaws as is illegal drug use, no matter which way you slice it.

You can get fired for drug use. No job's going to fire you for getting a ticket for going 70 in a 55.
