Perhaps but none of us are privy to seeing exactly what other aspects of the proposed contract may have been objectionable. It's also obvious they weren't serious enough to offer more than the minimum that they possibly could. That doesn't speak well for their desire to keep him around in any case. I anticipate Loper and Dockery to be long gone when the season begins. The team obviously wants the youngsters to return or they would have acted differently with Holland.
