Lee spilt time in his first year, but not for long!

I see the coaches mixing and matching depending on opponent. Redskins are going to require a very disciplined and experienced run defender to play against the stretch draw to stay in the lanes to avoid the cutback. Eagles are going to require a lot of speed, because Vick, McCoy and Celek killed our linebackers (including Lee) on the perimeter and in space last year.

This.

There is no rule stating we can't plattoon them if its to our advantage

If one clearly beats out the other, that's one thing. But if its a tossup, you play them to their strengths.

The depth chart for the preseason opener means little as its unofficial and there is still a long way to go in this battle for a starting job. Carter could even start against the Raiders on Monday.

But somebody told somebody to put Connor down with the first team and Carter with the second team.
That is from the link.

I think Carter Starts. But if he struggles vs the run then the team will sub connor in on run downs. Hopefully Bruce carter can play the run and is a beast vs the pass. We need a good man to man linebacker. Carter has the speed to do it. Lets see if he has the smarts and want to.

Very astute. Kind of why I'm happy we don't get the eagles til around week 9 I think. That gives Carter more time/playing experience before a key match-up we may really need his athleticism in.

Agreed. If Carter turns out to be the player we hope he is these depth charts don't mean a thing.

That's because Lee got better and matured quickly. Connor is a solid LB. there's no guarantee Carter surpasses him. I hope he does because he has better potential but right now that's all it is until he proves otherwise.

Trent Dilfer: "Tony [Romo] has greatness in him. I think when you talk to other people that really play the quarterback position, there's a few guys that really have incredible greatness in them, and Tony is one of them. I think the issue here is he needs more help from his teammates. I think they are not nearly as talented as people say they are, from 1 to 53. I'm talking about the total roster.”

Not really... Connor was brought in for quality depth purposes.

This early into training camp, it doesn't surprise me that the guy with four years of NFL experience is listed ahead of the guy with loads of potential, but basically no NFL experience yet.
MY predicted 2013 starting five OL as of 4/26/2013:

LT-Smith LG-Livings C-Frederick RG-Moore RT-Parnell

Prediction: 10-6: Wild Card playoff spot.
