As Romo clearly stated in his interview, the passing plays are timing-based and he goes through his reads. If the WR that is dictated to be the first read is not an eligible read, then Romo works to the next progression and so on. So his option to run or pass is still dictated by what the passing option is that Garrett gives him.

The implication of this point is the play call that Garrett chose would have the 1st WR going deep if Romo chooses to go deep on that play.

If I see a bomb on 3rd down that results in a incomplete pass, something in my apt will be broken

Fans latch onto simplistic rules and formulas for what they think works. Football is far more complex a sport.

Just as a for instance...on most any down you want to stretch the defense, so you will likely have at least one receiver running a deeper route.

Yes, that's exactly right, as long as by "every" you meant "half".

We ran on 10 of 21 1st downs against the Eagles.
We ran on 10 of 25 1st downs against the Falcons.
We passed on almost all our 1st downs against the Giants.

Not only this, but alot of route combination concepts involve some sort deep, or long developing route to put a defender in conflict.
