Excuse my ignorance of the laws, but are you saying that being caught driving under the influence of Alcohol doesn't lead to an automatic driving ban?
In the UK anyone caught over the limit (which is 80mg of alcohol per 100ml of blood), you are pretty much guaranteed a minimum 12 month ban (the ban gets longer the more over the limit you are).
Obviously people still do it, but at least there is an attempt at a deterrent.
One interesting thing over here (especially at this time of year), is the amount of people being stopped early in the morning, as the alcohol from the night before hasn't worked its way out of the system yet.
