Default When does franchising begin?

When are these franchise tags going to start being applied? So we know if guys like Byrd and Melton are going to be franchised

Franchise Tag, Free Agency, and NFL Draft Dates

Here are some other important league dates (for the year 2013) to be aware of:

February 18th: Teams can begin applying the franchise tag to players on their team.

March 4th: The final day to declare a franchise player.

March 9th - March 11th: Teams can begin entering contract negotiations with their own players who will be unrestricted free agents. Qualifying offers to restricted free agents who the team wants to retain should also be made during this stretch.

March 12th: At 4:00 PM ET, free agency officially begins, and teams may begin signing players or trading players who are still under contract. Additionally, all teams must be under the salary cap at this time.

March 17th - March 20th: Annual League Meeting, Phoenix, AZ

April 25th - April 27th: NFL Draft, New York City, NY

May 20th - May 22nd: NFL Spring League Meeting, Boston, MA

This is a team who is battling several major injuries to
key players including Pro Bowl talents like Lee, Austin, Jenkins, Murray,
Carter and Ratliff. Other key starters missing include Costa, Smith, Church and
Coleman. That is 11 key players - that's half the starting lineup. Yet we still went 8-8.

That can't be right, can it? Teams can negotiate with their own UFA's throughout the process, and starting March 12 other teams can jump into the mix. So for example, we have a 1-month exclusive negotiation period for Spencer.

I'm pretty sure you're correct. If I recall correctly, the two day period before UFA begins is for negotiating contracts with players of other teams. From what I understand, it was designed to head off (or at least sweep under the rug) the cries of tampering in recent years.
