It was a smart play by the Ravens punt team. Very heads up.

They wouldn't put time back on the clock, but I don't think the game can end on a penalty.

No, they don't. Its a post-snap flag, its assessed after the the play is over, and a flag doesn't stop a play. And because a flag can't stop a play, there is no justification for rewinding the time.

Probably. But wanting to get tackled in your end zone is probably not something they were thinking of when writing the rules.
