I haven't read the text of the rule, but based on the media's portrayal of it, I don't think this would be called. They have always described it as grabbing a players pads and immediately pulling him down.

There is no violent take down in that play, so no, I don't think they would call that. The rule isn't just the grabbing of the coller, its the pulling straight down.

I'm no expert, but I thought the intent of the rule was to ban the swinging from the collar as Roy does in that tackle.

That one would probably be a borderline instance. I don't know all the details of the rule, I hope it is written out very specifically or we'll see some contentious challenges next year.
