Every CB in the NFL can run, that's how they get the job, but if the WR can change direction without losing any speed he'll beat the CB every time. The WR knows where the ball is going, the CB doesn't. If the WR doesn't have to slow and tip his hand he'll get open and get the ball. Very few plays in the NFL are made on pure speed, but there are literally tons made on quickness.
