Due respect, Jack, but I still don't think you're catching my point. You say there were "documented contact drills that violated the CBA." I'm saying the CBA prohibits "live" contact, but offers no definition of the term.
The NFL has determined that 1/2 speed, no pads work is "live." Does that meet your standard of what "live" is?
There are 31 other NFL teams right now doing the precise same kinds of drills.
Based on what the NFL has done here, there is not a coach in the league who isn't scratching his head at where the line is on drills at this point.
