Injury isn't the issue, as football, demolition derby, airlines, automobiles, trains, and aircraft would be out the window.

'speeding' can occur in a school zone, and at a manageable rate below 20 mph. This can be broken even; under certain circumstances it can be ignored, as with ambulances, patrol cars, and fire departments.
