I know that certain things like the flag would be red white and blue but what about things like a shirt or dress? Is the person just guessing at the color or is there something int he detail of the black and white image that tells you it was a certain color? Or even the shade of the color?

I would hazard a guess that they draw their color tone inspiration from time period paintings. As far as the ship goes, it could be either a detailed research of what type of bottom coatings they were putting on ships at the time or just a guess.
