just wanted to update..
unfortunately none of the suggestions worked. i ended up getting xp reinstalled and completely updated and that didn't change anything either.
I did some more research on the problem and found it that my model laptop (and a few others) have had this problem and HP had a recall exactly for this problem back in 2009. they would fix it for free and send back, but I didn't see that at all

I saw a temp fix online such as stressing the CPU until 80*C but haven't tried that as I think it could do more harm than good.
looks like I'll just have to roll without the Wi-Fi.
