Snyder isn't running the football operations anymore. Hasn't been since Shanahan was hired. If that was the case, he would've bypassed Pierre Garçon and Joshua Morgan to get Vincent Jackson no matter what.
If they do sign a free agent WR, it'll likely be a young talent who showed flashes of productivity, but not the biggest free agent name in that position.
