How do you get the photo to look that way? Are you just using levels and filters?

topaz is some of it but its more to do with layers. topaz itself gives u hard looks that are choppy. u blend them in with layers, erasing and overlapping.

yep, the filter needs some work to make good things like your graphics. I know it but i dont use it to much.
