John Phillips testified Monday at Valley Ranch about his horse-collar penalty.
“All hair,” he said. “One hundred percent all hair.
“All hair.”
But, there was no judge in the locker room. No place to appeal. It’s still his penalty.
Still, the fourth-year tight end told reporters he was surprised he actually got flagged on the dragdown of Joshua Cribbs on the fourth-quarter punt return.

It was a horrible call by the refs... HOWEVER it was an even worse punt by Mooreman!

I was really surprised that he didn't snatch some locks out of Cribs head, he pulled him down with his full body weight.

In todays NFL that is going to get called every time.
This is a team who is battling several major injuries to
key players including Pro Bowl talents like Lee, Austin, Jenkins, Murray,
Carter and Ratliff. Other key starters missing include Costa, Smith, Church and
Coleman. That is 11 key players - that's half the starting lineup. Yet we still went 8-8.

If a perfectly legal tackle is going to get flagged "every time," the NFL should just change the rule.

There are several possible ways to address this:
1. Make players wear long hair inside the helmet.
2. Have a rule that the nameplate must be visible.
3. Instruct officials that any tackle that might be a horse collar but cannot be confirmed due to long hair will not be flagged.

Some penalties are reviewable --
-- Too many men on the field.
-- Illegal forward pass beyond the line of scrimmage.
-- Illegal forward pass after change of possession.
-- Illegal touching of a kick.

Fines are announced on Friday. He shouldn't be, though, because it was not a horsecollar tackle.
