It was obviously unintentional and because his arm was basically in open cast. That's like a 15 dollar fine to your average joe, so he probably doesn't care.

Can the league suspend a player if they refuse to pay fines like this? I was wondering because some of them are pretty damn trivial.

Most fines are ridiculous. These two are no exception.
As if the NFL doesn't enough make money throughout the year, they feel they have to go out and steal thousands of dollars from the players who make them their money. The stuff that happens in a game happens in a blink of an eye, and rarely do they have time to stop, and say to themselves, 'oh, that's illegal, i shouldn't, i'll get fined' |

I don't see how anyone could argue against the fine for Ware. He punched the QB in the head. I'm sure that wasn't his intention but he did it.
