There are several products you can try that are safe for the cats as well as any other animals or kids in your area:

- Scatter fresh orange and lemon peels or spray with citrus-scented fragrances. Coffee grounds, vinegar, pipe tobacco, or oil of lavender, lemongrass, citronella, or eucalyptus also deter cats.
- Plant some dense bushes around the feeders so the cats would have difficulty getting through, but the birds can still go to the feeder.
I'll also add that most house cats are only likely to catch the old and the infirm birds. Most birds that are young and healthy will be well aware of the cats presence and will take the appropriate action to avoid them. The only reason you are seeing them is because they are being helped to their demise near your driveway instead of keeling over in the trees.

If those options don't work, you may want to consider speaking with the neighbor about having an enclosure for the cats built. This way kitties can go outside without causing issues for neighbors.
Many enclosures can be accessed by an unused window or doggy door setup and they can be very nice, depending on how much room you have.

Only trade off is a backyard smelling like rotten eggs.

Well, from my experience, get a travel kennel cage, put the cat in it and take it to the vet. Make sure you have to wait in the waiting area a good 30 minutes and then make sure the vet gives the cat at least one shot after a thorough examination of its ears. Then put the cat back into the kennel, drive home on the bumpiest roads you can find. When you get home let the cat out.
I have found that cats will avoid kennel cages at all cost after that and maybe even you to some degree.  For added protection, go buy a few more travel kennel cages and place them strategically around your house and yard.

That's actually illegal in most states for both the shooting part as well as the paint part.
Honestly, if you must do something to the cats, a water hose works wonders without harming the animals.

2 cups white vinegar
1 tablespoon whole cloves
2 or 3 garlic cloves, peeled and crushed
2 or 3 pepper (small skinny hot ones)
2 or 3 drops of concentrated dish washing liquid
Black pepper
Water to fill bottle
leave bottle out to make unpleasant smell. You can also spray cats with this although water works just fine. Citronella works. Boil orange peels in water and pour along fence. You have to do this regularly.
Upside down mouse traps work around the feeders. There are electronic sounders above the sound of humans and outside the range of birds which works on most cats.
An upside down cone on the feeder pole works although squirrels get around it somehow.
Don't harm the cats as this could create legal problems for you. Cats don't usually eat poison but other creatures do.
Did you know there are only 5000 Snow Leopards in the wild now and they are confined to Central Asia? However, the effective global population (those likely to reproduce) is less than half that number.

Learn something new everyday. I've never tried it myself, just heard it suggested before. I do know my cats vanish when they hear the noise of a spray bottle tho.

Sounds like an awful lot of work to keep the cats out.
How about the owners of the cats do something about them or the city does.
