I don't know about the legality of it, but my dad had this same problem back in the day. He went and rented cat traps from the SPCA and trapped the cats when they came on our property and drove them in to the pound and then called the neighbors to let them know where they were. The neighbors took more interest in where their pets went after that.
When asked whether Jason Garrett is the right head coach for this team: "I don't think there is anyone else that could. I think he is an unbelievable coach. We've responded to him and he has made us better football players, better people. If you watch us I think we play with a certain relentless spirit." --Sean Lee

Hi Cajuncowboy,
Thank you for posting first.
My short answer is Saturday your local PetsMart and Petco is going to have pet rescue groups all over - visit and pick their brains. Also search for www.petfinder.org, Google other local rescues for advise this issue.
One of the reasons US pet rescues require a contract cats be indoors-only is this one, plus roadkills, they become homeless again, disease from other animals....
Check out points 3, 4, 10 here > http://fixourferals.org/home/?page_id=83
I bet you like this cat in your general neighborhood (I was assuming you still lived in Cajun country - Geoux Tigers!)....when my orange 20-pound Maine Coon grows up he wants to be like Mike the Tiger.
If you are from Louisiana Tech forget I said this

The back yard is flush with these birds.
However I have seen my neighbors cats come in my yard several times and attack these birds, kill them and leave them lay on my driveway. They defecate everywhere as well. My neighbors on the other side have the same issue with these cats. I am just about ready to plug these cats next time I see them and take their bodies out in the sticks and dump them.
Before I go postal on these cats is there anything I can lay down along my property line that will detract the cats from coming on my property?

And just to be clear, I really hat cats. All of them. They could all shrivel up and die right now and I wouldn't miss them at all.

...postal and do something you will regret consider a trap. Take the cats to the local shelter and give your neighbours a chance to be more attentive to their pets.
It's not the cats who are the problem, but rather your humans.
You can try the concoctions that others have suggested, but from my personal experience as an owner of (4) cats it doesn't work.
Never worked on the farm and would possibly have limited efficacy in your neighbourhood.
You have make alot of the odorous stew and keep it fresh. Too much work in my opinion.

^ agreed, the neighbors are the real problem.
If you know who they are, talk to them.
If they don't have tags on their cats, they are definitely irresponsible....in Texas at least pounds will attempt to contact the owner and not put them down for 10 days - no tags and they could be put down in 72 hours.

Sneak over to the neighbors' and load their pc with illegal cat porn, then call authorities. The cats can't resist the stuff... especially while on catnip...
Here is an actual photo taken during a recent raid... this guy is now serving 12-20...
You can thank me later...

Has anyone suggested a chat w the thoughtless neighbors? You probably won't persuade them w your bird watching proclivities, but emphasize dangers their cats face by auto traffic, dog/coyote attacks, territorial set-tos with other cats, and especially communicable diseases which they can bring home to the maroons who own said cat. This is what i'd do and to be candid here, being a little wild-eyed and frothy about the mouth can be very effective. Trust me on this...

An Update...
Talked to one of the neighbors today. Told him that his cat was continuing to come into my yard and kill birds but also taking a crap in my driveway.
He said "Well, that's what cats do." I told him that the next time his cat is on my property I'm gonna do what people with guns do. The guy was being such an butt. I tried to reason with him be he didn't seem to care.
I told him if he loves his cat he better keep it inside the house. And if I see it in the road when I am driving out of the gates I probably won't slow down or swerve.
I didn't see the other neighbor but they are much more reasonable. Plus they have lived here for a lot longer. This other yahoo only moved in this past Spring.
I really don't mean to sound like a hard case about this but just the fact that he didn't care that the cat craps on my drive way irritated me.
Something tells me his cat won't be seen outside for a while. And if it is on seen on my property it's gonna disappear. Fast.
If you are going to own pets, control them. If you don't, you don't deserve to have one.

Like you, I hate cats.
22 shorts work really well.
You could trap the cats, but then you have to do something with it once you trap it - and there is a chance it will be back.
Really the only thing cats are good for is target practice.

Really, if the direct approach with the owners in hopes of educating them on the pitfalls of free roaming cats isn't feasible for some reason (hey, sometimes you have a Hatfields and McCoys scenario brewing), or has failed, release the hounds on sight of the fangy feline and let them chase it away. You do have dogs I trust. So your dogs will get their exercise and it fulfills their chase instinct. They love it! Repeat this often enough in a short enuff time frame and the cat will find another hunting territory where it meets no resistance or fears its own predatation. I have employed this more than once. No harm has come to any cat since they are too agile and can climb anything. Of course this outcome is not quite guaranteed; but wild, protected songbirds ought not to be victimized by domestic cats, period. Refer back to the aforementioned "chat" on that score.
Of course there's always fireworks....you got yer bottle rockets, the dreaded sparklers, and some others but those are illegal within most municipalities and as such I wouldn't know anything about this sort of tactic.

Hurting the animal is not the solution to a bad pet owner, here.

This seems like the most reasonable suggestion I have seen in this thread so far. It would seem to me as a spiritual man the very last thing you would want to do is adopt by transference your neighbors behavior, attitude and actions.
Kindly let your neighbor know that your going to set traps on your property and if you trap them you will be happy to notify him where his cats are.
I would guess you'd rather have something other than anger and frustration govern your actions, you may be the only way your neighbor ever learns it's possible to make decisions based on something other than hatefulness.
