Ah, the things people here don't wish to read. I guess it comes down to expectations. The identity has everything to do with being mediocre. There are some good things, some bad. Some things are accounted for while other details are typically ignored.
If the plan centers around changing coordinators, a few staffers, and little more, well... I would expect more of the same. The Cows won't be scheming themselves into the playoffs. That's not much of a plan, IMO.
A better job of procuring talent, especially at the point of attack would go a long way in forging an identity.
I would agree with the OP. This organization spends a lot of time reversing field when the previous blueprint fails miserably.

You also need some actual progress from one season to the next. Other coaches are coming right in and taking their teams to the playoffs or greatly improving the team. What exactly are we improving on that leads us to believe we'll make another step this coming year?

There is a theme here. Losing, losing in the play-offs, change coaches, same results, change coaches, same results.
One common denominator is Jerry Jones the GM, a man with no background in the NFL, but bought his way in.
It's not that it didn't work this time. Since he became the high exalted decision maker for this franchise, it has yet to work with a team that he oversaw the talent acquisition.
This is black and white.
That is about as rudderless as a team can get.

I have to agree. At this point he's just a different flavor of Wade Phillips.
You might prefer "the process" to "aw shucks guys" but at the end of the day it's just different window dressing at the press conference.
Behind the scenes Jerry is still the most important guy in the office and Garrett is just one of a number of "important voices" that Jerry talks to prior to making a "decision by consensus."
This is not Garrett's team, it's Jerry team. Garrett is just part of Jerry's team.
