Default Web page

Anyone have any advice on which program is best suited (easiest to use) to designing a web page -- Microsoft Word or Publisher? I used FrontPage in the past but no longer have the program. My needs are pretty basic -- post some images, display some PDF documents, etc. -- so I'm not inclined to go out and purchase another program. Appreciate any insights.

I remember years back when I made a few websites and did it all in a text.doc.

Wrote all the code and all and someone said...why are you doing that when you can just use a program. Well I did not know of the programs at the time or I would have.

On a side note, if you find a web site you like, that is basic html stuff and nothing too fancy. You can copy the source of it and save it. Then go in and just change the addresses and image titles around.
