Costa plays OG, too. Either way, I think it's a near certainty he's on the roster next year. And I think the team really does like him at C, for whatever that's worth.

Cant help the club in the tub.
Cronic back issues and not great anyway = move on. You'll never be able to trust him to play.
They messed up on assuming he'd be ok last year and they'll need to make a move to correct that mistake from last year.

Most of what I have read says either A) Berny at C (which I hate) or B) draft where I can think of at least four centers who will be available at 47 and after who would be cheaper upgrades.

I see Costa as possibly being a decent backup and not a starter. He evidently doesn't have the ability to avoid being dominated in pass protection nor has he been able to stay healthy for long periods of time. An o-lineman with chronic back problems is unlikely to stay healthy long enough to last an entire season.

Giving a RFA a tender offer does not guarantee that players contract.
It basically just sets the minimum that you can pay him if you keep him. It also gives him a chance for a raise if another team makes him an offer.
The Cowboys can tender Costa at 1.3M and bring him to training camp. If they decide to cut him, they don't have to pay his salary.

And if he does make the team. 1.3 M for a starter or even a backup is not a huge salary

This is the way to go. It gives the club a chance to see how healthy he is, and what they can get in the draft or free agency at the position for him to compete with.
If he can stay healthy, he minimally offers the club a solid backup, and for a team with close to no depth along the OL, tht's invaluable.

Don't tender him, no other team will sign him, bring him to camp as a camp body, with a veteran minimum salary. If he gets cut, so be it, if he makes it we won't be on the hook for $1.3 mil.
The tender is only to retain his rights, we don't need $1.3 million salary in the books, used up on a jag.

You can get away with Costa as a starting center if each guard next to him is very good or better....and they aren't.
He'll be here though. They think they have something in him.
It doesn't seem to matter who the HC or OL coach is, or who is running pro or college scouting, they can't seem to get it right on judging OL talent.

Anyways I think nobody knows if Costa is a keeper or not.
Is he a keeper for training camp? Absolutely.
