By Parcell's last season Dallas was ranked 21st in penalties.

Baltimore was the second most penalized team this year while Dallas was the third. Who was the most penalized team in 2012? Jeff Fisher's squad...

The coach is only as good as the players are.
"It's little bit like the description of pornography from years back. It's hard to define it. But you know what it is at the end of it. It's hard to define it. I think you know who is more physical. Often times you see that in the fourth quarter. A lot of time the team on the other side feels it. We pride ourselves on being a physical football team. It's important to us. It's an important time of the year to lay that foundation." - Coach Garrett

It has nothing to do with an endless amount of incompetent coaches or a league wide anti-Cowboys conspiracy with the officials. I think it has to do with the circus environment in Dallas where the head coach can't even control his own locker room and instill discipline within the team. That leads to sloppy, unfocused, disorganized play which leads to penalties.

Who are the two teams that have been hardest hit with penalties over the last 15 years? What did they have in common?

It all starts at the top, folks.
One, there's no such thing as a bad fart. Two, you might be right. I suspect the atmosphere in Dallas contributes to it. The other factor I suspect is that we're running a more complicated offense (and were running a more complicated defense) schematically than the average team. I suspect your suggestion might be more accurate, though, mostly because the problem has spanned more than just Jason Garrett's tenure.
When asked whether Jason Garrett is the right head coach for this team: "I don't think there is anyone else that could. I think he is an unbelievable coach. We've responded to him and he has made us better football players, better people. If you watch us I think we play with a certain relentless spirit." --Sean Lee

Ha. I used to play pick up football games with him. Funny that we are now giving him some responsibility with my team.

I doubt the answer you're looking for is the two teams that have sued the NFL and won.

I think it speaks more to a lack of discipline and no real organizational structure. You nailed it at the end

Hopefully he can teach Murray how to run through the correct holes...

Why? Those holes aren't opened by the offensive line. I'd rather Murray continue to find cutback lanes, etc., or for us to get an offensive line that can open those holes.

"@mattmosley: Source tells me Gary Brown will be the Cowboys' new running backs coach. Glenn "Stretch" Smith brought this guy's name up first."

BTW, this is why I liked the idea of Jason Garrett as a coach. He didn't get into the NFL through an overwhelming skill set. He had to make it being as technically sound as he could be and developing all the intangibles you want your players to have.

Very few great players make great coaches. I think Michael Irvin could be an exception to the rule though. Not that he'd ever be interested in it.
This is true, but Michael Irvin did not possess an overwhelming skill set himself. He was a 4.6 guy out wide. Irvin made it due to a strong work ethic and an almost fanatical desire to succeed.
