The answer is easy. McNabb eyeballs TO the whole time he drops back. He only looks for TO and Westbrook on passing downs. Double team TO and spy Westbrook.

TO and McNabb had a hard time connecting yesterday, and the stats do lie. TO was thrown to 16 times and caught only 7 balls. He did get a 112 yards, but more than 1/3 of McNabb's pass attempts were aimed at TO.
