    It's very easy to say that this can be fixed but the problems are much more complex then the article outlines. In fact, at least in my own experiences with government contracts, the majority of cost expendatures and over runs are because of budget and timing.

    Essentially what happens is that the Government will run an RFI and select qualified bidders on a large project. The project will then go to the RFP or RFQ stage. Once the provider is selected, the equipment is ordered and shipped. The problem here is how the Federal Government budget year falls. Because the Government Fiscal year ends in September, what typically happens is that Oct., Nov. and Dec. are wasted months. Some business does get done but most agencies don't have money available to them because the Government mandates that it be spent by September or you lose the funding.

    This time is spent on trying to put together projected costs for future projects or needs. The holidays roll in and between lack of funds and the holidays, it is not unusual to have 3 months of not much wor, other then planning. Now, when the new year comes, Jan., Feb. and March are usually used to start getting internal budgets submitted. In these months, you see a great deal of planning numbers going on. Project numbers are submitted to Agency Heads and a budget is developed.

    Mean while, the Executive Branch is also putting together a budget plan that has to be passed by Congress. So, the President asks for money, the budget is passed by Congress, the money flows to different Government Agencies and internal budgets are funded. The money flows down to departments for projects and then the costs associated with various different projects are refreshed. This is where much of the actual procurement process starts taking place. Usually April/May and forward on through September. The problem is that you are using budget numbers that have probably come from the previous year and early Jan/Feb.

    Things cost more, year to year but the Government will try and hold you to original cost projections. You have to keep in mind that this is always a competative environment so you can't really build in the projected cost increases many times. This puts you at a disadvantage with your compatition and can exclude you from the bid process very early on. So, what you have are programs that run over projected budget, many times because of the buying cycle and this doesn't take into effect mistakes or funding delays etc..

    It's not as easy as it is being presented in this article.

    That's how these congressmen go in to congress worth a half a million and come out multi-millionaires...

    They may say they will put all of these things into place, but they aren't about to let their bread and butter go by the wayside. It isn't going to change behind closed doors...

    If we had a proper watchdog system with accountability, there would be no need for changes...

    And this is really what every single one of them is scared to death of. We don't need to revamp our entire Government and all it's processes. We need to start blowing the whistle on the existing BS and agree to real oversite.

    .....and yet he wants bids only to go to Unions......84% of Construction industry in USA non-union.........

    would he even be able to wash out even on the cleanup vrs. Unions....

    My guess, after watching the level of coruption in this Admin.......just more money to be made for Union Boss's......

    correct......he'll have no problems signing that "little" spending bill with 9000 earmarks........but rail against govt waste.....

    one of the earmarks is a govt study of the smell of hogs in Iowa....
