The Cowboys had to make an offer without that knowledge, and they didn't automatically have the opportunity to top the Broncos offer. Harris agent may have simply chosen to work with whatever team made what they felt was the best initial offer, or the top two, and Dallas was outside that.Of course theres the idea that he absolutely wanted to go to a team with no QB and insisted on it.
He took the best offer he was going to get. Anyone who topped it would have gotten him. I'm surprised no one did. Really, we are talking beer revenue for one home game being the difference.

You're forgetting Sanders had to deal with Flacco for 7 games.Seems like for being the 3rd and 4th option at times if you include Zeke....Cobb produced more. I thought Sanders would produce more of the 9ers than he did.

It seems some think the Cowboys only have to find out what another team offers a free agent and then offer more. That would be nice, but the reality is the Cowboys do not have that kind of right of first refusal on free agents.
I don't disagree that the agent will shop some, but there is a limit. If an agent makes it where the initial bids are meaningless and every team will get at least a 2nd, if not 3rd or 4th bite at the apple, there is no incentive for any team to make anything close to their best offer to start with. Accordingly, while it's true that it isn't a sealed bid situation, it's also not an auction situation with the bidders all being in separate locations and having to take the auctioneer's word on what the others are bidding. Also, teams can be reluctant to negotiate seriously if they don't feel like the agent is actually trying to negotiate a deal with them.Totally agree with your point, and I understand that.
But by the same means, they arent sealed bid offers. The agent calls around to teams who have reached out and says....I've got 2 for 17 with 7 guaranteed from LA on the table. What can you do?
The worst agent in the world makes those calls to get the player the highest offer. Unless he really wanted to play in LA, Dallas got a call to better that offer, OR he very much wanted to play there, OR the agent is awful.
I'm not trying to be argumentative, and I totally get that Dallas cant just have whoever they want. I've never moaned about this once ever, but they should have outdone the offer he eventually took....or maybe they did, and he wanted to be in LA.
We dont know, but I have a feeling a few extra million would have swayed him.
Pretty similar just not appreciably better, was my point.Their numbers were pretty similar last year with Sanders having a couple more TDs. The thing is 7 of Sanders games were in Denver with Flacco who sucks. His numbers jumped up quite a bit going to Garappolo
