There is no law that states fan must be able to attend. The team very well may decide not to put the additional pressure of having to clean and sanitize the area for fans every day when they already have to do that for all spaces the team uses every day. Just like there is no law that says people must wear face masks in private businesses but the owners can state that masks must be worn to all people wanting to enter.

If fans can attend, Jerry as all owners will allow it. The cost of cleaning is far less in comparison to concessions and souvenir and jersey sales.
Yes correct no law saying they have to let fans in, but same applies, even at 25% capacity, they profit, and it is not greed, it is capitalism. I would do the same.

Governor Abbott just passed yesterday that business that were at 25% capacity such as bars, retail, can now operate at 50%. Sports venues was at 25%, but I have not seen yet it that has been increased to 50%. If not it soon will be. No way ANY sports team will say no to fans.

First off concessions are contracted out years in advance and that profit is minimal compared to other NFL money streams. Most jersey sales are done online so having fans there wouldn't amount to much sales. Lastly the young who can have the virus without symptoms are the minority of fans that can afford going to NFL games, It's the people that are 35 and up that make up most of those who can afford NFL games and it is those that are more hesitant to not going to games risking their health. The Cowboys and the NFL all know this and because of that very well could end up doing what both the NBA and MLB are going to do and play games in empty venues regardless of what Governor Abbott has decreed. Since the owners are older gentlemen they don't want to get the negative publicity if allowing fans in the games then causes new spikes and a second wave to start. The NFL isn't like the other leagues that started up and couldn't even finish their first season. The vast majority of the money they make is from the TV contracts that won't change if there are no fans.
