They do it because they have been in this game long enough and know that the risk is not worth it in many occasions. I think weighing the entire situation of how the game is playing out, the distance involved and even the opposing defense your facing all plays a part. If I'm up by 3 late in the game and faced with a 4th and 2 from my own 40 I'm going to punt because I know damn well if we fail I just handed the game to the opposing. Using some avg where they take poor defensive teams along with the top defenses in a class room setting is all well and fine on game day when you are facing a top defense who are very capable of winning those short yardage battles is foolish. There is a big difference between a Miami defense and that of a 49er defense.
The risk. Most of the times does not equal the reward. I swear they think this is Madden football

Surprising to me that there’s a go-for-it box in the 4th and 9 row!

I also think within that chart you have teams who are trailing late in the game playing against defense who are more or less playing prevent defenses and the offense has go for it on all 4 downs. At that stage of the game defense are playing looser because they are more concerned with the offense taking time off the clock and not giving up the 1 big play to allow the opposing team to get back into the game. Not every situation is the same and coaches know this. It is easy for fans to holler to go for it but coaches can't just go for it based on emotion, they must look at the situation at that given time and weigh the pros and cons

Yes, this is a prime example of it. Although I'm hearing McCarthy may be just as bad.

Punting in that situation isn't even an option. I don't think any coach can be that stupid. That move was your typical no balls call from Garrett and ... they lost. lol And it was no surprise!!

While I do think the chart is sound I still think you need to look at the specific matchups in any particular game. Like if I have the best punter I may be more likely to punt expecting favorable field position. If I have a big leg kicker (that's more reliable than Maher) I may feel more comfortable kicking field goals.
