Police were called, so police got involved. They probably took statements from any parties of interest and left. It's possible they even asked to see the dogs, so they could give a somewhat informed opinion as to the nature of the beasts. "Blaming the victim," as it is too often used, is a terrible phrase. A blight on humanity. It assumes that the person making a claim is a victim.So Zeke isn’t responding to the dog attack, he’s responding to someone wishing that it was their relative who had been attacked, so they could get a payoff.
In context Zeke’s tweet is reasonable.
Out of context it looks like he is blaming the victim.
Read the first paragraph of that. It's repeat offenders and people who knowingly keep vicious dogs who risk criminal charges.
