I think the only team I would count the QB as an offensive weapon is the Ravens (I mean their QB is their leading rusher). In general I would not do that. Here is basically the way I judge it:

Elliot is slightly better than Cook
Thielen is slightly better than Cooper
Both have 1st round WRs
Having Rudolph is much better than anyone they have and has more value to me than a 3rd WR with inconsistent hands.
