I get the tender, I guess, but why the exclusive tender? This FO makes some incredibly weird decisions.

It's a standard tender for players with under 3 years experience(ERFA).
Similar to A Woods on our team the past few years.

When players reach 3 years experience they are RFA.
4 years plus experience they are unrestricted free agents (UFA)

To add to Johns explanation , it's what all teams do with UDFA's that made the team as their contracts are different than draft picks. They become exclusive rights free agents. They have to be tendered as a ERFA or they are unrestricted

An EFRA either signs the tender or he does not play. That is the offer. I guess the team could offer more, but they usually do not. It is kind of a take it or leave it deal.
They did this with Antwan Woods last year. Woods finally signed shortly before TC opened.
