I think it's legal, right up until the offense lines up. And I'm not sure if it's ever legal to pump in fake crowd noise, like Philly (?) once got in trouble for.

Done on every levels of football , and no doubt many other sports.
Visiting teams just have to prepare for it in their practices.
I do recall the Atlanta Falcons being fined a hefty amount for piping in fake crowd noise.
