He means they have no clue what they are doing, if they are done bargain shopping or not. Their plan was to get rid of Cooper because he hurt Dak's feelings (accomplished), and dump all of their money on Gregory. At that point they would have been done and proclaimed we are all-in on the Super Bowl. Even they aren't dumb enough to try to serve that Kool-Aid this time.

This hasn't been their SOP for the entire 26 years. It's something new they're trying. The extreme opposite of what they used to do. I picked up on it in 2016. But it started somewhere between 2013 and 2016.

Obviously it hasn't brought more success. But our ceiling isn't as high, and our floor isn't as low as it used to be. This new SOP keeps us anywhere between mediocre and good.
