Metcalf had very ordinary college stats. Just being a great physical specimen doesn't always make a great football player, and every other team let him slip to the bottom of the 2nd round too. They didn't get to choose with the benefit of hindsight.

They took Lamb because they had no choice. It was take him or a inferior player in Chaisson. Wasn’t happening.

Moss had a bit of a problem child reputation which normally would not have deterred the Cowboys from drafting him. Unfortunately Michael Irvin's antics much of his career made the Cowboys shy away from drafting Moss. The Cowboys had their snoot full of negative publicity not only from Irvin but some other players as well. The Cowboys did not want another talented high profile wide receiving disrupter of the wrong kind. Jerry Jones still laments not drafting Randy Moss as well.
I dont know if Romo was even the Cowboys starting quarterback during the Rodgers draft but when the player some thought would have been the first pick in the draft falls, you have to take him. The Cowboys passed on Rodgers twice.
