I agree that Tolbert was a reach in round 3.
However, our WR corps is pretty deep. The only thing keeping him inactive is his inability on special teams. He may still develop into a decent back up receiver. We’re probably losing Brown in the off-season so hopefully Tolbert is better next season.

Tolbert got action last week and had a catch. This is what happens when you draft players from small schools, they take time to develop. Especially WR’s.

Most teams carry 5 WR on the gameday roster. Turpin will never be inactive, unless he's injured. Brown has been playing well. Fehoko has taken advantage of his targets. Gallup is ready and Lamb is Lamb. So where does that leave Tolbert?Yes. Perfectly normal. Nothing to see here.
